The STARS Foundation was established in 1995 by Sharon Kitzhaber, Oregon's Former First Lady. Its objective is to promote a statewide and sustainable base for the program Students Today Aren't Ready for Sex and to provide advocacy and resources to the statewide program.

The foundation has always partnered with local and state agencies to provide STARS training and technical support to communities and school districts. State legislative appropriations and a federal abstinence grant have enabled Oregon's Department of Human Services (DHS) to oversee the STARS program(DHS STARS). The Foundation's role is to serve as the program's steward and ongoing fund raising organization.
The foundation focuses on community support, fund raising and public awareness of STARS. Thanks to corporate, foundation and individual gifts, the Foundation continues to provide seed money to expand STARS to additional communities and award grants to established STARS sites.

The STARS foundation has created a strong alliance of public and private supporters.
Partners now include:
  • health care systems and hospitals
  • public health agencies
  • school boards and administrations
  • teachers, PTAs, clergy, business leaders
  • students and parents.
